Grievance Redressal Systems in Local Self-Government Institutions
Various grievance redressal mechanisms are available at different levels to seek solutions to complaints and issues related to Local Self-Government Institutions. Depending on the nature and subject of the complaint, the appropriate mechanism can be approached.
Major Grievance Redressal Mechanisms
Local Self-Government Ombudsman
The Local Self-Government Ombudsman is a higher judicial mechanism for filing complaints regarding corruption, irregularities, abuse of power, and dereliction of duty against elected representatives or officials of Local Self-Government Institutions. It is headed by a person holding the status of a High Court Judge.
Local Self-Government Tribunal
The Local Self-Government Tribunal is a legal mechanism for filing appeals against decisions and orders issued by the Panchayat governing body or Secretary, denial of licences, cancellation of building construction permits, and similar matters. Its headquarters is in Thiruvananthapuram.
Chief Minister's Portal
Delays or other difficulties experienced in Panchayat services can be brought directly to the attention of the Chief Minister online. Complaints can be submitted through cmo.kerala.gov.in.
K-SMART Portal
K-SMART is the online single-window system of the Local Self-Government Department. Citizens can submit complaints related to services online without visiting the Panchayat office directly and can also track the real-time progress of their complaints (Track Status).
Vigilance Department
Complaints can be submitted directly to the Vigilance and Anti-Corruption Bureau regarding demands for bribes, large-scale financial irregularities, or diversion and misuse of government funds that may occur in Panchayat offices.
Preferred Order for Submitting Complaints
Panchayat Level
For local disputes and delays in applications, complaints should first be submitted directly to the concerned authorities at the Panchayat level to seek a resolution.
District Level
If a resolution is not obtained at the Panchayat level, a complaint can be submitted to the Joint Director or Deputy Director, who is the district-level authority.
Legal Level
If officials deliberately violate the law, engage in corruption, or deny eligible services, the concerned legal mechanisms such as the Ombudsman or Tribunal can be approached.
When submitting a complaint, keeping the necessary supporting documents such as relevant records, application number, order, receipt, etc., will help facilitate the grievance redressal process.
